There are two concepts that are very important to Julia: justice and trust. Fighting for what is right drove her for most of her life; going to another country to learn to control her powers, fighting crime on her own, learning to work with others, etc. Trust in herself and her team helps her fight for justice and having civilians trust her to do what is right is also important to her. 

When M'gann tries to make her forget what she has done with her telepathic powers, these two concepts are strained and broken. In her canon universe, this drives her to focus all of her attention on fighting crime. She is hurt and feels that she has been treated unjustly so she tries to do better than what was done to her.

As a villain, she doesn't take this approach. This destroys her faith in justice and she believes that if she worked so hard to do good and she was wronged, then there is no justice and she will stop fighting for it. She wants to get revenge on an uncaring world and undo all she has done because it doesn't deserve her good intentions.

She has a mentor, Nebula. Nebula is a cosmic being, whose core, which holds a majority of their power, has been stolen and lost. It was shattered and they have been traversing the universe to collect the pieces again. They arrive on Earth in the form of an unidentified object and Julia went to investigate. At this point, she hasn't decided on being a villain for sure, but upon meeting Nebula, she does. Nebula has also been wronged and promises to help her get her own vengeance if Julia helps her find her core fragment. 

(In the canon au, this meeting still happens but they become nemesis's)

The Reach ended up finding the core fragment, and at some point Julia and Nebula go to take it back. The Team is also investigating this facility because the Reach has been using the energy of the fragment to speed up their plans and quicken their control of the human race. When they cross paths, this is the first time the Team has seen Julia in a long time, so there is some drama in that. 

That is as far as I got in planning this out. 

ALSO!! Julia's costume is absolutely impractical and she only chose it because it looks dramatic. She also doesn't go by a villain name.
